Transco Ready Mix initially made the agreement with Oak Ridge North in June 2024, as previously reported by Community Impact. The agreement was for the construction company to move its headquarters to the city's Commerce Park.
The incentive agreement, known as a Chapter 380 agreement, is a method by which municipalities can provide tax rebates to a company in exchange for developing the business within the city limits. The agreement with Transco Ready Mix outlines a five-year time period in which a percentage of sales tax collected will be returned to the company in full for the first year and partially over the next four years.

In other business, an ordinance was adopted by council to address the potential for conflicting interpretations within city code regarding the city manager’s role in personnel actions.
It specifically aimed to “clarify and affirm the City Manager’s oversight and approval authority over all significant personnel decisions within the Police Department,” according to the agenda packet.
This came following a recommendation from City Manager Heather Neeley to terminate former Police Chief Tom Libby from his position April 14. In a news release posted to social media, city officials announced effective April 25 Libby would no longer serve as police chief, as reported by Community Impact.
