The city of Shenandoah on Aug. 9 approved a new interlocal agreement with Montgomery County to begin work on a project to extend David Memorial Drive to Hwy. 242 after the city of Conroe postponed its involvement due to budget shortfalls.

How we got here

An agreement among Shenandoah, Conroe and the county fell through after budget shortfalls in Conroe caused the city to step back from providing funding to the project.

To prevent the project being delayed further, Montgomery County and Shenandoah made a new agreement to start construction on the portions of the road within the jurisdiction of the entities.

Managing the impact


The $9 million extension project is roughly a mile long and was originally set to begin construction in August.

Engineer John Bleyl said in an email that Shenandoah and the county’s portion of the project will start by Sept. 1, and the project will be completed up to the Houston Methodist The Woodlands Hospital southern property line by June 2024.
According to information at the Aug. 9 Shenandoah meeting, Conroe is still on board to provide funding to the project but has postponed its section of the project until a future budget cycle.

“We have to maintain the commitment we made to not just our community, but the surrounding communities; we can’t go back on our words, and I think it’s imperative that we get this project as soon as possible,” Shenandoah Mayor John Escoto said at the meeting.


What’s next

Immediately following Shenandoah’s approval of the agreement, the city awarded a construction contract to Bleyl Engineering to begin work later this year.
