Shenandoah continued early budget discussions regarding individual budgets such as the police department and water and sewer during a July 27 meeting.

Shenandoah Finance Director Lisa Wasner said a major decrease in the police department’s budget is that Montgomery County Sheriff’s Office will be handling dispatch for the city.

According to Shenandoah’s fiscal year 2022-23 budget, the police department is seeing around a $130,000 decrease compared to what was budgeted in the 2021-22 budget.

The proposed budget indicates the total for the police department is currently budgeted at $3.3 million. The city is anticipating to bring in around $10.3 million in revenue for the 2022-23 budget.

Council Member Mike McLeod asked for greater clarification on the costs associated with the department’s new K9 unit, which was awarded to the city in April, so the city can better see the total expenses involved.


For the water and sewer fund, Wasner said there have been noticeable increases in water consumption due to drought conditions throughout the area, and there have been increases in expenses such as electricity usage, which increased around $80,000, and maintenance costs, which increased around $9,000.

The proposed budget indicates the total water and sewer revenue is anticipated to be around $3.1 million, with expenses totaling around $2.8 million.

The water and sewer fund is self-funded through fees.
