The Woodlands Township board of directors will hold a special meeting at 3:30 p.m. Aug. 13 that could result in a decision to place incorporation on the ballot Nov. 2.

The deadline to place an item on the Nov. 2 ballot is Aug. 16.

The agenda for the meeting, posted on the township website 72 hours in advance of Aug. 13, includes a review of the township's financial model for incorporation as well as the determination of a maximum initial tax rate that would need to be placed on the ballot alongside the incorporation question.

The Woodlands Township board of directors began the incorporation study process in 2018, and the process was nearly finalized in early 2020 when the COVID-19 pandemic hit. This year, discussions have resumed at township meetings, but township officials said updated property tax information from Harris and Montgomery counties was needed before the financial model for incorporation could be updated. A maximum initial tax rate must be on the ballot alongside the incorporation measure, officials have said.

According to the special agenda item, the board will consider whether to amend its existing order calling for a board of directors election to include the incorporation item. The special election, if placed on the ballot, would ask voters to approve incorporating The Woodlands Township, a special-purpose district, into the city of The Woodlands, a Type A general-law city.
