Shenandoah officials continued budget discussions during the July 26 City Council meeting with the third discussion including public works, a pool, parks, and the water and sewer fund.

Finance Director Lisa Wasner said during the meeting that certain departments, including those discussed during the July 26 meeting, do not include major changes but focus on maintaining quality and service. Below are the proposed cost estimates for several departments under the preliminary fiscal year 2023-24 operating budget as well as their budget objectives for the year.

The details

The Shenandoah Public Works Department maintains drainage, streets, infrastructure, parks, rights of way, meter reads, the Trash Bash service and Arbor Day. The proposed cost for the department is $1.08 million. This will allow the city to:
  • maintain roads and rights of way
  • promote beautification throughout the city
  • improve the angels for Lighting of the Angels with the Civic Club
The Mary Pat Case Pool is maintained by the pool director and public works department. The proposed cost is $154,790. This will:
  • increase pool operator and assistant operator hours
  • maintain excellent services and quality at the pool
The city has three parks that are maintained by the public works department, including the Main City Park, the Toddler Park and Holly Hill Park. The proposed cost is $46,700 to maintain park beautification.

The water and sewer fund maintains the sanitary sewer collection system, ground water wells, the wastewater treatment plant and the portable water distribution system. The proposed cost is $3.02 million. This will:
  • continue to replace aging meters for most accurate usage reads
  • maintain and enhance city's superior water system

Shenandoah City Council also approved an interlocal agreement supplement July 26 for the David Memorial Drive roadway extension to cover additional bid costs.
  • The city received seven bids for the extension on June 8.
  • The lowest bid from Brice Civil Constructors was $7.04 million, which exceeded the the estimated construction cost by $950,000.
  • Montgomery County Precinct 4 will fund half of the cost.
  • This amendment will be finalized after the city of Conroe signs the original interlocal agreement.
  • The bid bonds from Brice Civil Constructors will expire Sept. 6.
