The Oak Ridge North City Council on Dec. 13 continued its discussion on potential projects using funds from the American Rescue Plan Act.

Up for consideration are renovations to Teddy Bear Park located at 27207 Robinson Road. The proposed plan for the updated park features new playground structures, a new city LED sign, realigned fencing and other improvements such as painting, lighting and repairs. Renovations are estimated at $250,000.

The city received about $391,626 in the first installment of federal funds in September. City Manager Heather Neeley said the city is expected to receive about $783,000 total. The second round of the funds will be provided mid-2022. The city originally expected to upgrade Teddy Bear Park using a $4.5 million loan from the city’s economic development corporation.

The council said the city expects to use the funds before they expire in 2024. Any unused funds will be forfeited.

The council also discussed adding elements to make the park more inclusive for the community. According to city officials, the park would get an inclusive swing and multiple sensory items.



"We [should] look to make sure that [Teddy Bear Park is] inclusive for special needs kids," Council Member Dawn Candy said during the meeting.

In addition, the council is looking to install a rubber ground covering instead of wood chips for wheelchair accessibility.

"[Inclusivity] should be taken into consideration no matter what we're doing around the city," Mayor Paul Bond said.

No action was taken on the item during the meeting.
