Uptown Cheapskate, a clothing resale and recycling store, will open a new location in Oak Ridge North, according to the company. Uptown Cheapskate allows individuals to exchange clothing in good condition for cash or in-store credit for additional clothing. Clothing must be in good condition, and the company prefers clothing geared towards teens and young adults.
