What residents need to know
At a Nov. 17 meeting, Missouri City City Council unanimously approved the first reading of the ordinance to annex the district, which was created in 2016 through a strategic city partnership agreement.
The district is being considered for annexation due to zoning confusion and because it is already partially within city limits, City Attorney E. Joyce Iyamu said.
The item was first discussed at an Oct. 20 meeting, when council tabled the item until after the Nov. 4 election.
Why it matters
The annexation would expand the city's boundaries, putting officials in charge of the area's activities such as law enforcement, firefighting and animal services, while allowing the city to collect an estimated $540,236 in additional net revenues, Iyamu said.
The 57-acre district has three apartment complexes, each valued at about $40 million, Iyamu said. The complexes house about 1,759 people in 860 units, and they would likely fall within District C.
What else?
If City Council decides to annex the Sienna district, Mayor Pro Tem Sonya Brown-Marshall said they should also consider redistricting to ensure that residents are equally represented.
“We’d have to honestly get to the point where we start looking at trying to figure out a way to level out the numbers,” Brown-Marshall said at the Oct. 20 meeting. “Eventually we’re going to have to take a look at [redistricting].”
What’s next?
While no set date has been set for the ordinance’s second reading, City Council will meet again Dec. 1. However, city officials will need to approve the move before Jan. 1, 2026, to collect tax revenue from Sienna residents, Iyamu said.
The strategic partnership agreement with Sienna expires in 2026.
