The big picture
At a Feb. 4 meeting, Sugar Land City Council adopted the city’s 2025-27 strategic plan, which aims to guide decision-making for operations and resource allocation from Jan. 1, 2025-Dec. 31, 2027.
Prior to approval, City Council approved a $130,000 contract in July with Future iQ, Inc., a consulting company, to develop the plan.
Zooming in
The plan provides a roadmap for city officials as they navigate the next three years by laying out five initiatives, said Shayla Lee, director of strategic and government affairs for Sugar Land.
According to agenda documents, the five initiatives include:
- Boosting community reputation through current and new innovations
- Encouraging community engagement through connection opportunities for residents
- Fostering sensitive redevelopment on key area sites such as Imperial Char House and Lake Pointe Plaza
- Stimulating economic growth by creating new start-ups and employment opportunities
- Enhancing suburban community as a vibrant, safe and innovative community

“This plan reflects our unwavering dedication to building a city that is safe, dynamic and future-ready—where generations can thrive, new opportunities flourish and Sugar Land remains a premier destination for living, working and innovation,” City Manager Mike Goodrum said in a Feb. 5 news release from the city.
Looking back
The city’s last strategic plan outlined objectives for 2024 with focuses on:
- Redeveloping commercial and residential areas
- Making data-driven decisions
- Prioritizing future capital investments
- Trailblazing organizational culture change
With approval, Sugar Land staff will use the strategic plan over the next three years to shape city projects and initiatives, Lee said. Updates will be provided to City Council and stakeholders periodically.
