First Colony Mall is the first applicant to receive the city’s new Commercial Revitalization Grant aimed at revitalizing the city’s oldest commercial properties, Sugar Land officials announced in a March 20 news release. The mall, located at 16535 Southwest Freeway, can receive up to $72,000 from the city upon completion of renovations, which accounts for 20% of the total project cost.
“This project is a prime example of how strategic reinvestment can breathe new life into our commercial spaces, benefiting both businesses and consumers,” Sugar Land 4B Corporation President Kurt Kirchof said in the release. “The First Colony Mall enhancements will provide a more inviting outdoor space while supporting the ongoing revitalization of one of Sugar Land’s key commercial districts."
The $500,000 pilot program has received three applications since it launched in January, according to the release.

According to the release, the First Colony Mall project will bring:
- A new outdoor play area
- Expanded pedestrian seating
- Additional picnic tables

City officials will continue accepting applications until the pilot program funding runs out.
Property owners of multitenant properties with at least 15,000 square feet of leasable space and that are at least 20 years old are eligible to apply, city officials previously said. The city will provide chosen applicants with up to 20% reimbursement for revitalization projects.
City officials previously said the projects should aim to complete at least two development outcomes, including:
- Modernizing building facades
- Creating public spaces
- Promoting walkability
- Enhancing parking infrastructure
- Stimulating economic impact
- Innovating with transformative public projects
Looking ahead
The First Colony Mall project is set to begin in April and anticipated to be completed in December, according to the release.
