Blackhawk Boulevard is undergoing a new construction phase for drainage and sidewalk improvements.

The gist

In addition to installing new water lines and reconstructing portions of the existing road, Friendswood Director of Engineering Jil Arias said extra construction will occur on the south side of Blackhawk Boulevard, close to where the road connects to FM 528.

“[The Texas Department of Transportation] has asked for an additional lane to be installed there to turn left, and we feel this a good time to take advantage of the scene and get that done,” Arias said.

Phase II-B of the project began in late July and is expected to be completed by summer 2024, weather permitting, Arias said.


During construction, traffic will be reduced to one lane each way while the contractor works on half of the road, he said.

The project’s total cost is estimated to be $2.4 million, Arias said.

“This street was originally built in the 1970s and has reached the end of its service life,” Arias said. “This work will improve the quality of the ride by repairing this bumpy road and minimizing ponding on the road.”


One more thing

To improve Friendswood’s water transmission capacity between Blackhawk Boulevard and downtown, workers are constructing over 1.5 miles of a 24-inch water line between the two points.

To minimize disruption to Friendswood residents and drivers, a quarter mile of the water line project will be incorporated into the next phase of construction, which is slated to begin in fall 2024, after Phase II-B is completed.
