The overview
The agreement allows the city to use the district’s facilities—including gyms, cafeterias, restrooms, showers and food preparation facilities—in the case of a disaster or major emergency, according to district documents.
This includes using the district’s facilities as emergency shelters, disaster recovery centers or to distribute medical countermeasures in the case of a public health emergency, according to the agreement.
PISD will also open its facilities to temporarily place debris based on availability following a disaster that produces a large amount of debris, per the agreement.
The agreement also notes that Berry Miller Junior High School—located at 3301 Manvel Road, Pearland—would be the preferred and “most suitable” location to stage an emergency response.
The city will pay for facility restoration, transportation support and emergency-related use of district property, while the district will pay for operational costs, including utilities for emergency shelter and staging when not reimbursed by state or federal aid, according to district agenda documents.
What else?
The city will also be able to use the district’s fuel and transportation resources, including bus drivers and buses, subject to availability, per the agreement.
The city will reimburse the district for the cost of repairs for damage to district transportation resources if repair costs are not reimbursed by insurance or the state or federal government, the agreement reads.
Going forward
The agreement will remain in effect indefinitely, but will be reviewed annually by both city and district officials. The agreement is also able to be terminated by either party with a 45-day written notice.
