Friendswood ISD’s Citizen Advisory Committee, or CAC meetings are slated to kick off in mid-February and last through the end of April, officials said at the board of trustees’ Jan. 28 workshop.

The overview

FISD’s board of trustees approved the formation of a CAC at its September meeting to address facility and maintenance priorities, as previously reported by Community Impact.

Since then, the board also approved a contract with architecture firm VLK Architects at its November meeting for architectural and engineering services.

At the CAC meetings, VLK Architect officials will work alongside district officials to create a list of capital needs for FISD, district agenda documents note.


The CAC will be tasked with reviewing the district’s long range facility plan and providing the board of trustees with recommendations for addressing future facility and maintenance requirements, which could include a potential bond, Superintendent Thad Roher said.

Roher also noted the following people will compose the CAC:
  • Parents
  • Community members
  • Parent Teacher Organization, or PTO, representatives
  • Students
  • Teachers
  • Principals
  • Athletic Director
  • Central office staff
  • City of Friendswood safety representative
70% of the CAC will be community members, Roher said.

The details

According to a presentation by VLK Architects, the CAC meetings will occur on the following dates with the following topics:
  • Feb. 18: revisiting the 2020 bond and a lesson on school finance
  • March 3: tour of Westwood Elementary, facility needs assessment and a demographic and development report
  • March 24: tour of Cline Elementary, project priorities and timelines
  • April 7: tour of agricultural and athletic facilities, financial advisory presentation, discussion on priority worksheet
  • April 22: deliberation and consensus, analysis of strengths, weaknesses, opportunities and threats
Meetings will be closed to the public, but materials and minutes of the meetings will be posted, according to the district’s website.

A CAC was also formed in 2019, which was also used to discuss a long range facility plan and establish facility needs for the district.

This led to the formation of the $128.5 million bond, which passed in 2020, FISD documents note.

If a bond is recommended by the CAC, Roher said it would most likely be brought to the board in time to call for a November bond election.

However, Roher also noted it would ultimately be the board’s decision to take on the CAC’s recommendation, which will be given after the CAC’s slate of meetings ends.
