The School Health Advisory Committee, or SHAC, and School Safety Advisory Committee were approved at Friendswood ISD’s board of trustees’ Sept. 9 meeting.

The overview

The SHAC assists the district in ensuring that local community values are reflected in health education instruction, according to FISD agenda documents.

The committee will meet four times throughout the 2024-25 school year to discuss the knowledge and skills children need to stay healthy, district documents show.

Senate Bill 19, passed in 1995, mandates districts create such a committee and requires school districts to consider the recommendations of the local SHAC before changing the district’s health education curriculum, according to the Texas Department of State Health Services.




The School Safety Advisory Committee is also mandated by Senate Bill 11, passed in 2019, which requires the committee to provide their boards of trustees with recommendations for updates to their districts’ emergency operations plans, per district documents.

This committee must include law enforcement, emergency management officials, school board members, teachers and administrators, documents show.

What else?

The district’s SHAC consists of two parents or community members and one staff member for each campus, according to district documents.

FISD’s School Safety Advisory Committee consists of the following members:
  • Three district administrators
  • Three board members
  • At least one assistant principal, teacher and parent for each campus
  • Two law enforcement officials
  • Two emergency management officials

Although the meetings for the SHAC haven’t been set for the 2024-25 school year, they will meet four times through Zoom. The committee has typically met in October, December, February and April, according to the district’s website.




While Senate Bill 11 requires Texas school districts’ School Safety Advisory Committees to meet at least once a semester and once in the summer, FISD is planning to publicly meet three times on the following dates at 6 p.m. in the FISD boardroom:
