The Texas Education Agency released a preliminary set of accountability ratings for school districts and campuses across the state Friday morning based on a new A-F rating system.

The system change comes as a result of House Bill 2804, which was passed by the 84th Texas Legislature in 2015.

The new rating system measures year-over-year district and student performance beyond State of Texas Assessments of Academic Readiness results—also known as STAAR—according to the TEA. This system will officially be implemented in the 2017-18 academic year, reflecting district and student performance in the 2016-17 academic year. The data released Friday is based on the 2015-16 school year and is intended as a trial run.

The A-F ratings are a change from the “met standard,” “met alternative standard” and “improvement required” ratings given to school districts and campuses in previous years.

“The current system is either you make standard or you need improvement,” TEA spokesperson DeEtta Culbertson said. “There’s no in-between.”

Pearland ISD Superintendent John Kelly said the district is not quite ready to form an opinion on the preliminary rankings.

“It’s a bit early to comment on TEA’s trial run with regard to the new A-F accountability system,” Kelly said. “While Pearland ISD has higher district trial ratings than most, there are legitimate statewide concerns about the accuracy and fairness of the new system, especially for those Texas schools with very challenging demographics. I hope this TEA trial leads state officials to hold on to the good while addressing weaknesses before releasing actual ratings in 2018. Accountability is necessary, and when done well, it can be highly encouraging for those who strive to be the best.”
