According to the Texas Education Agency, the ratings are designed to show how many students are prepared to enter the next grade level.

"Did not meet" indicates students who "are unlikely to succeed in the next grade or course without significant, ongoing academic intervention," according to the TEA, while "approaching" refers to the students who are likely to succeed with some academic intervention. Within that group, "meets" and "mastered" refers to students who are very likely to succeed at the next grade level.

Under state law, students in grades 5 and 8 who do not earn the "approaches" rating or better may not advance to the next grade level unless they retake the test and earn a higher rating, or if a parent appeals to the campus's placement committee. However, in December the TEA waived this policy for districts affected by Hurricane Harvey.
