Manvel City Council left the city’s utility fee structure unchanged, maintaining current rates and deposits for water and sewer services as part of a June 2 vote.

The details

The adoption of Resolution 2025-R-11 will keep water connection fees at $750 for single-family residential users, with additional costs for required boring, according to city documents. Monthly water rates continue at a base charge of $100, with $10 per 1,000 gallons of water used.

Sewer rates remained tiered by property type, with a minimum charge of $32.59-$45.63 for the first 2,000 gallons, depending on classification, and $3.34 per 1,000 gallons thereafter, per the Sept. 18, 2023, adoption of Ordinance 2023-O-34.

Fees for deposits, inspection, delinquency notices and reconnections were not changed, according to the resolution. The current structure was last updated with the adoption of Ordinance 2023-O-34.

The background

These rates were reaffirmed as part of the city’s broader effort to update and streamline its development-related fees, while preserving consistency for utility customers, officials said.
