Manvel City Council approved the first reading of a rezoning request that would incorporate a 35.3-acre tract into the Meridiana development during its June 2 meeting.

The details

The property, located at 9825 Masters Road, Manvel, near the intersection of Cumulus Drive, was previously used as a horse ranch and is currently zoned for open single-family residential, according to city documents.



EHRA engineering, which represents the property owners and applied for rezoning, wants to rezone the land to allow 50-foot lots for garden homes.


The discussion

During the public hearing on the item, three city residents said they were concerned over potential traffic and drainage issues. City officials cited a May 2025 traffic analysis that showed the development would not significantly impact traffic at nearby intersections. Drainage plans have also been submitted and will be reviewed during the platting process.

Dorothy Wayne, one of the lot owners, said at the meeting she's selling her 13.7 acres because the land isn't set up for what she needs. It’s more well-suited as part of Meridiana, she said.

“The way the drain is through it, the way the drainage is around it, the way your roads are around it, it's really set up to be in Meridiana,” Wayne said.


What's next?

City staff and the Planning, Development and Zoning Commission both recommended approval. The zoning request will return for a second reading during the city's June 16 meeting.
