Friendswood High School and Friendswood ISD’s administration building are slated to undergo construction over the summer for foundation projects. The board of trustees approved Harris County-based contractor Millennium Project Solutions Inc. as the district’s contractor for the projects.
The contractor was approved at the board’s Feb. 23 workshop through Construction Manager at Risk, or CMAR, which was approved as the project delivery method for the foundation projects at its Dec. 8 meeting, as previously reported by Community Impact.
CMAR is “a delivery method by which a district contracts with an architect for design and construction phase services, but contracts separately with a construction-manager-at-risk in the design phase to serve as the general contractor,” according to district documents.
The gist
Through this approval, the board also approved Millennium’s $12,000 pre-construction fee, according to district documents.
During the pre-construction phase, Millennium will come in “as soon as possible” to do the following:
- Work closely with district staff and VLK Architects, which provides architectural and engineering services for the district
- Walk the facilities, look behind walls and under the buildings
- Help finalize drawings and the scope of projects
Diving in deeper
Previously, FISD Superintendent Thad Roher said these projects will spend the remaining 2020 bond funds that were listed under “priority maintenance projects.”
According to a previous request for qualification, or RFQ, document from the district, the estimated construction budget is $3 million, which includes all construction management fees, including pre-construction, construction and general conditions fees. Architect and consultant fees, furniture, fixture and equipment—unless included in the contract—costs, and reimbursable and miscellaneous costs are not considered as a part of the construction budget.
The RFQ document also states that the scope includes foundation repair for the buildings using foam injections and underpinning, interior repairs and site modifications.
How we got here
The district received proposals from three contractors in late January, according to district documents.
Those proposals were then reviewed by a selection committee, which included the district's capital projects and business operations departments and VLK Architects officials, according to district documents.
After “Step 2” of the proposals were received Feb. 5, the committee believed Millennium would “provide the best value to the district,” according to district documents.
What’s next
FISD will return to the board for consideration of the project’s guaranteed maximum price as the project progresses, according to district documents.
While set dates have not yet been determined, prior RFQ documents state that work will begin in June, with a projected completion date in August.
