A new Alvin ISD elementary school is scheduled to open for the 2027-28 school year as part of the district’s 2024 voter-approved bond program, following an update presented to the board of trustees at its Sept. 1 workshop.
Some context
Of the $380 million bond, nearly $225 million is allocated for new campus construction, including two elementary schools, a new junior high and a replacement campus for Walt Disney Elementary.
Around $144 million is dedicated to aging facilities and campus capacity, including projects at Alvin High School and Manvel High School, documents show.
The bond also includes nearly $14 million for safety and security improvements, including security vestibules at 23 campuses, documents show.
Diving in deeper
Construction on Elementary School No. 23, or Emmett Miller Elementary, began in fall 2025, and is currently undergoing mechanical work, interior framing, masonry, plumbing and additional site work.
The school is expected to open for the 2027-28 school year and serve about 800 students, documents show.
Earl Humbird Elementary will replace Walt Disney and Stevenson elementary schools with a single campus. Construction began in summer 2026, with the school scheduled to open for the 2028-29 school year, documents show.
A closer look
At Alvin High School, portions of the campus have been demolished, underground utility work is underway and the project is moving toward new construction. The project is designed to increase student capacity, expand classroom space and update career and technical education facilities, documents show.
Manvel High School remains in the design phase, with improvements planned to add capacity for 400 to 500 students while expanding instructional and career and technology education programs.

The 2024 bond program includes security vestibule improvements at 23 campuses, with the district currently completing the second of three planned summer construction phases, including:

Looking ahead
Cecilia Jones Elementary, also known as Elementary No. 24, and Joan Young Junior High, also known as Junior High No. 10, remain part of Alvin ISD’s long-range plans, with planning and design expected to move forward based on the district’s construction schedule and enrollment growth, documents show.
