Positions have been filled for executive directors of elementary and secondary education, director of maintenance, and an associate principal at Alvin High School.

The positions were approved at AISD’s board of trustees May 13 meeting.

The gist

For the 2025-26 school year, Victoria Kwan, currently AISD’s director of professional learning, will be the district’s executive director for elementary education.

Kwan has 25 years of experience in education, including 11 years at AISD. She previously served as a principal at Pomona Elementary and assistant principal at Wilder Elementary, Superintendent Carol Nelson said at the meeting.


Current Shadow Creek High School Principal Craig Rhodes will take on the role of executive director of secondary education.

Rhodes has 22 years of educational experience all at AISD. Previously, he served as principal at McNair Junior High, Don Jeter Elementary and assistant principal at Harvey Junior High and Alvin High School, Nelson said.

These two positions were approved in a 5-2 vote, with trustees AJ Johnson and Danielle Swiney opposed.

While Johnson and Swiney are in support of Kwan and Rhodes serving these positions, they shared similar sentiments, noting that these positions were previously titled as associate superintendents of elementary and secondary education, and the position title should’ve stayed the same instead of being switched to executive director.


“If they’re qualified to do the job like Ms. Kwan is and Mr. Rhodes are, the title and quite frankly the compensations should follow,” Johnson said at the meeting. “We have some people that do some tremendous work in this district, and they’re the backbone of what we need to have accomplished every single day, and I want to make sure that as we continue to grow that they understand that these things are important.”

What else?

Bob Atkins was also named the new director of maintenance for AISD.

Atkins brings 16 years of experience as an executive director at Santa Fe ISD in capital projects, Nelson said at the meeting.


For associate principal at Alvin High School, Charles Moore, currently assistant principal at Iowa Colony High School, will take on the position for the 2025-26 school year.

Moore has 23 years of experience in education, and served as an English, language arts curriculum specialist at Dickinson ISD. He also has 19 years of experience at Clear Creek ISD, serving in roles such as literacy coach, English teacher and resource inclusion teacher at various CCISD schools, Nelson said.
