Officials with Harris County Precinct 3 continue to make progress on several road projects to improve mobility in the Greenhouse Road corridor south of Hwy. 290, including two joint funding agreements with local developers. “The recent passage of the County road bond election by the voters will help to expedite these and other projects throughout Precinct 3,” said Randy Schilhab, manager of engineering with the precinct. The first joint agreement involves Harris County, Caldwell Companies, Land Tejas and homebuilding company Taylor Morrison. Precinct 3 officials have managed and funded the design and construction of a 4-lane concrete boulevard of Greenhouse Road between Alston Hills Drive and Towne Lake Green Trail. The boulevard, which is currently under construction, should be open to traffic around early December, Schilhab said. The county is partnering with Caldwell—the developers behind Towne Lake—and Taylor Morrison on a project to connect Cypress North Houston from Fry Road to Barker Cypress Road. Caldwell agreed to fund and design a 2-lane concrete half-boulevard from east of Fry Road to an existing Harris County Flood Control District channel. Precinct 3 will manage and fund the design and construction over the channel, and Taylor Morrison will manage and fund the portion from the channel east to an existing endpoint at Barker Cypress Road. The Precinct 3 portion of the project is currently out for bids with a target completion date of April 30, Schilhab said. Caldwell and Land Tejas—the developer behind Miramesa—are also working together on a project to extend West Road from Greenhouse Road to an existing end point at Fry Road. Caldwell will fund the design and construction of a 2-lane concrete half-boulevard from Greenhouse Road going west to the Towne Lake property line. Land Tejas will pick up from there and fund the design and construction to Fry Road. Officials with Cy-Fair ISD are hopeful to see the West Road extension opened before the beginning of the 2016-17 school year. Caldwell is also managing and funding the design and construction of a 2-lane concrete half-boulevard of Greenhouse Road from Tuckerton Road to the future Cypress North Houston Road, Schilhab said. The second joint agreement was made between Harris County and Caldwell at Harris County Commissioners Court Sept. 15. Under the agreement, the county will fund the design of a 2-lane bridge on Greenhouse Road over Cypress Creek. “The County bridge design is nearing completion and should be ready to advertise for bids [in December],” Schilhab said. Under the Sep. 15 agreement, Caldwell will fund the design and construction of a 2-lane concrete half-boulevard of Greenhouse Road between the future Cypress North Houston Road and Mound Road, excluding the county bridge. Caldwell will also be responsible for the funding and construction of a 2-lane concrete half-boulevard connecting the existing Mound Road to the future Greenhouse Road. The target end-date for construction is December 2016, Schilhab said.
