Four candidates are vying to become the Democratic candidate for Texas House District 142 in the March 5 primary election, including incumbent Harold V. Dutton Jr. and challengers Joyce Chatman, Clint Horn and Danyahel Norris.

District 142 includes portions of the Atascocita, Fall Creek and Summerwood areas. Dutton and Chatman did not respond to the questionnaires by press time.

No Republican candidates filed to run in their primary for District 142. The winner of the Democratic primary will run unopposed in the Nov. 5 general election.

Candidates were asked to keep responses under 50 words, answer the questions provided and avoid attacking opponents. Answers may have been edited or cut to adhere to those guidelines, or for style and clarity.

What is your top priority if elected?



Look to resolve countless issues with the judicial system, including improper sentencing for minorities, and lead the fight for a better quality of education for all individuals which includes safety in our schools.



What is the biggest issue the district is currently facing and how would you address it?



The biggest issue is the attacks on our education. From the school takeover to school safety. I will lead the fight to overturn the HISD takeover and work to ensure increases in teacher pay.



How important is education funding to you, and do you think more needs to be done to prioritize education funding after the 88th Texas legislative session?



Education is a key issue for and I do believe more needs to be done. I recently ran for the Humble ISD school board back in 2021 as education is my passion. Now I am running for District 142 to try a help push for change to remove school takeovers ...



How will you work to address flooding for the residents of your district?



By ensuring we identify ways to prevent and mitigate flooding such as flood barriers or even relocating some facilities to higher elevations by collaborating with city and county leaders to turn plans into actions.



What do you plan to do to help the residents and businesses in your district who are suffering due to the prolonged spans of elevated inflation?



As a state representative, one job is to ensure appropriation of all funds for the operation of state government. I would strive to lead the fight to ensure we are providing funds in areas that will benefit small business to help jump-start our economy.

What is your top priority if elected?



Addressing economic distress is my top priority. I plan to work with organizations like [Harris County Department of Education] to help provide workforce training and skill development to promote economic empowerment in the area.



What is the biggest issue the district is currently facing and how would you address it?



Economic distress and the need for improvement in infrastructure. As stated above, I plan to work with and support programs in and near the district that increase the economic opportunity in the district, as well as support funding for infrastructure improvements in the district.



How important is education funding to you, and do you think more needs to be done to prioritize education funding after the 88th Texas legislative session?



Very important to me. I plan to work to ensure the state provides more funding into public education from pre-K through the university level.



How will you work to address flooding for the residents of your district?



I will work on infrastructure bills to work to ensure the area has proper drainage.



What do you plan to do to help the residents and businesses in your district who are suffering due to the prolonged spans of elevated inflation?



In conjunction with the local governmental entities, provide relief programs to help residents and businesses most affected by inflation, to help ensure the communities they reside in continue to thrive.
