In an effort to improve Katy’s capabilities for drainage, City Council took action to continue a stormwater mitigation pond project on Kingsland Boulevard at a June 13 meeting. The original proposal for this project was approved Sept. 28, 2020, with additional engineering services approved on April 26, 2021.

Council members authorized Mayor William Thiele to sign a proposal with Costello Engineering for additional work on the project. Previous service by the firm saw construction of a 1-acre and 2-acre dry detention pond, connected through an underground pipeline, said Louis Brown, assistant project manager for the engineering firm.

The ponds are located at 25815 Kingsland Blvd., behind the wastewater treatment plant at 25839 Katy Fwy. Additional engineering refers to construction and observation to lengthen the pipeline underneath Kingsland for stormwater to be redirected into Buffalo Bayou, which flows southwest of the city, Browne said.

Council also awarded a $269,624 bid to Express Dump Truck Service of Houston for the stormwater mitigation at the wastewater treatment plant. In addition, the city officials authorized payment to All-Terra Engineering for construction material testing services for both the stormwater mitigation pond and construction of a stormwater pump station at the wastewater plant. These works combined total $12,712.

The source of funds for this work is from the city's Enterprise Fund Balance for Water and Sewer Reserves. Approval of these actions spurred the need to amend the fiscal year 2021-22 general budget, which council members also authorized at the meeting.


Mayor Pro Tem Chris Harris suggested to City Administrator Byron Hebert that this project be considered by the parks and recreation department as an opportunity to offer residents additional amenities, in relation to the ongoing parks, trails and recreation master plan that is set to finalize in August.
