The Katy Rice Festival was held over the weekend, Oct. 12-14. The arts and crafts festival was put on by the city in support of local businesses and to preserve and celebrate Katy's heritage, according to city officials. A parade was held in downtown Katy at 9 a.m. Saturday. Here are some highlights from the event.
