Fulshear residents will see four additional sports fields by the end of 2025.

The overview

At a Dec. 17 meeting, Fulshear City Council approved a nearly $5.5 million construction contract with Millis Development & Construction LLC to bring sports fields to Primrose Park during its second phase.

Phase 1 of Primrose Park, located at 7603 Patterson Road, includes walking trails and parking, Community Impact reported.

Primrose Phase 2 will bring four youth baseball fields, parking and required detention, Public Work Assistant Director Tiffany Stodder said.

The project also includes two alternative contracts with Restroom Facilities Ltd and Musco Sports Lighting LLC totaling $903,630 for:
  • A restroom and concession building
  • Sports field lighting for all four fields

Council also discussed the potential for a general obligation bond to help fund future parks projects, including Primrose Phase 3, which is under design now and is expected to bring an amphitheater, playground, food truck area and additional parking.


City staff was directed by council to bring options for both May and November, including tentative projects and election cost, to its January meeting for consideration. A May bond election must be called between Feb. 2-14, while a November election would need to be called between Aug. 6-18, according to agenda documents.

The bond was previously considered in May and November 2024, although council decided they weren’t ready to consider a bond.

What’s next?

Primrose Park Phase 2 construction is expected to begin in January with substantial completion expected by October, Stodder said.
