McKinnon Interests LCC, a developer, has filed a rezoning request with the city of Fulshear to create Fulshear Crossing Business Park on McKinnon Road, near Aspen Utility Company.

The rezoning request, discussed at a Nov. 19 Fulshear City Council meeting, would change 43.5 acres on McKinnon Road from estate residential to general commercial and light industrial, according to agenda documents.



A closer look


The Fulshear Crossing Business Park project would bring spaces for offices and businesses, said Chris Nichols, legal council for Fulshear Crossing Business Park.

Breakdown for the land includes:
  • 14.2 acres for offices condos
  • 15.3 acres for flex offices
  • 6.2 acres for site detention
  • 5.4 acres for the city
The potential acres purchased by the city for $940,976 would be used for a future public works garage and storage site, Planning Director Josh Brothers said.

What they’re saying

Multiple City Council members including Jason Knape expressed that they would not vote for rezoning the property citing resident concerns, lack of taxable revenue and concerns with changing zoning when other developmental land is available.


“I think when you start chipping away at what’s already been said, where does it stop and where does it go?” Knape said. “Whenever I travel around or when I’m on a plane coming into Houston, it’s like 'Man do they have any zoning in Houston? How do you have an industrial plant right next to where apartments are?'”

However, council member Christina Baron and Mayor Don McCoy said there could be potential for entertainment focused businesses that need more space such as gymnastics or cheer studios, indoor soccer and pickleball courts.

“To my knowledge, we don’t have any buildings that would fit that kind of business in Fulshear and this would be an option for a business like that,” Baron said.

In April, City Council denied a rezoning request for a 3.21-acre area from a general commercial district to a downtown district for the proposed Bois D’Arc townhomes, which would have been located west of the proposed Fulshear Crossing Business Park.

Looking ahead

No action was taken on the rezoning request at the Nov. 19 meeting, although the item is expected to return to a future meeting for consideration, City Manager Zach Goodlander said.
