Monique Franklin, Fort Bend County Libraries assistant director, was named interim library director at a June 11 Commissioners Court meeting.

How we got here

The library director role was previously held by Clara Russell, who retired on June 7, according to a June 12 news release. Before her retirement, Russell served as the Fort Bend County library director since October 2009.

Franklin came to the Fort Bend County Libraries as the adult collection development coordinator in September 2011 before becoming the assistant library director in 2023, where she served under Russell, according to the release.


Before coming to Fort Bend County, Franklin served as the children’s material selection librarian for 10 years at Harris County Public Library. Other previous roles include:
  • Children’s librarian at Houston Public Library
  • Children’s librarian at the Free Library of Philadelphia
  • Branch manager and youth services coordinator at St. Charles Library in Louisiana
Next steps

The county is taking applications for the library director position, said Michele Pettigrew, Fort Bend County Libraries communications specialist, in an email. Top applicants will be interviewed by Fort Bend County Judge KP George and commissioners, and final selection of a director will need to be approved by the court.
