Mayor Sylvester Turner announced a $5.71 billion budget proposal for the fiscal year 2023 during a May 10 press conference.

The proposed budget is an increase of $487 million, or 9.3%, from the FY 2022 budget. According to Turner, $364 million of the increase is due to enterprise funds for drinking water and consent decree.

Turner said through this proposed budget, firefighters will receive a 6% pay increase; police officers will receive a 4% increase; and municipal employees will receive a 3% increase. Over the course of three years, these pay increases will result in an 18% increase for firefighters, a 10.5% increase for police officers and a 9% increase for municipal employees. Turner said public safety is at the forefront of his priorities.

Included in the budget is an investment in underresourced neighborhoods; Turner said he plans to bring in renovated multicenters, libraries and neighborhood parks in these communities.

A stabilization fund fully funded by the city was also announced. Turner said this will leave the city in a better position as Houstonians face economic uncertainty heading into hurricane season.
