Several projects in the Cy-Fair area will be granted state and federal funding as part of the Houston-Galveston Area Council’s 2025-28 Transportation Improvement Plan.

What you need to know

During an April 3 meeting, the H-GAC unveiled the 2025-28 TIP, which allocated federal and state funding to transportation projects across eight counties in the Houston region. Funding is allocated to the projects every four years as part of the 2045 Regional Transportation Plan also managed by the H-GAC.

Why it matters

According to the TIP documents, federal and state funding has been allocated over the next four years for local projects estimated to cost over $318 million in total. These projects include:


Greenhouse Road
  • Project: Construction a six-lane underpass with pedestrian/bike paths under Hwy. 290 and the railroad from Mound Road to Skinner Road
  • Estimated cost: $53.78 million
  • Fiscal year: 2025-26

The Grand Parkway
  • Project: Widening from four to six lanes from Hwy. 290 to West Road
  • Estimated cost: $99.98 million
  • Fiscal year: 2026-27

The Grand Parkway
  • Project: Widening from four to six lanes from West Road to I-10
  • Estimated cost: $104.15 million

Hwy. 290 at Cypress Park & Ride
  • Project: Constructing a ramp providing access to the Hwy. 290 HOV lane
  • Estimated cost: $48.54 million

  • Project: Intersection improvements, including dual left-turn lanes, right-turn lanes, wider raised medians, traffic signal upgrades, and new pedestrian/bike paths

Some entities overseeing local projects that aren’t yet fully funded requested inclusion in the plan, but state and federal funds were not granted due to a lack of regional significance. However, projects may still receive additional funding in the future. These projects, estimated to cost more than $23 million in total, included:

  • Project: Widening to a four-lane undivided road between Barker Cypress Road and Telge Road

The H-GAC will accept public comments regarding the proposed list of projects for the 2025-28 TIP through April 24. Public comments can be submitted online through the H-GAC comment portal. Once the public comment period is over, H-GAC officials said the project list will be finalized, and funding will be allocated in May based on any changes made.
