Texas's designated uniform election date is the first Saturday in May of odd-numbered years. Local governments, such as cities and school districts, often use this date to hold general or special elections for their governing bodies.
The specifics
The filing period for a place on the ballot began Jan. 15, and the deadline to file is 5 p.m. Feb. 14. Candidates must meet specific qualifications and submit the required forms. The Jersey Village candidate packet includes the following:
- Candidate application
- Form to appoint a campaign treasurer
- Agreement to the code of fair campaign practices
- General email release
- In person: Deliver the completed forms to the city secretary’s office at 16327 Lakeview Drive, Jersey Village
- By mail: Send the physical forms to the city secretary’s office
- By email: Email the forms to the city secretary at [email protected]
- By fax: Fax the forms to 713-466-2177
- Be a registered voter in Jersey Village
- Have lived in Jersey Village for the past year
- Not owe any overdue or unpaid taxes to the city
- Not hold any other office or job within the city government while a member of the council
- Not hold a paid position with the city government for two years after their term ends
Jersey Village City Secretary Lorri Coody has managed these elections for the past 16 years. She said it’s important for candidates to turn in forms early, as this allows time to correct any errors or omissions.
“The main thing is don’t wait till the last minute,” said Coody, who is retiring Feb. 7. “A lot of times, people want to wait because they want to see who else signs up. ... Just make sure you come in early. We’re here to help. We’ll help you make sure you get all the stuff in that you need.”
Anyone with questions regarding campaign finances will be directed to the Texas Ethics Commission, Coody said.
Courtney Rutherford will become the new city secretary starting Feb. 8.

Mayor Bobby Warren and council members Sheri Sheppard and Michelle Mitcham’s seats are up for election. Candidates who receive the most votes will serve two-year terms starting in May.
A special election will be held concurrently to consider a proposed amendment to the city charter regarding the duties of the city secretary.
