Three candidates are campaigning to represent residents of Texas' 38th Congressional District in the upcoming Nov. 8 election. Candidates include Republican and former combat veteran Wesley Hunt; Duncan F. Klussmann, Democrat and former Spring Branch ISD superintendent; and Joel DeJean, a retired electrical engineer running as an Independent candidate.

Because this district was created in the 2020 census redistricting process, there are no incumbents. The district covers portions of Cypress, Tomball, Spring and Houston.

Wesley Hunt

What uniquely qualifies you to be the first representative of the new 38th Congressional District?



As a former combat veteran who served eight years in the Army, as well as a Cornell University graduate with three master's degrees, I believe I have a unique set of experiences that will allow me to fight for the constituents of Texas' 38th Congressional District.



What are the biggest challenges facing District 38, and how would you address those if elected?



The biggest challenges facing TX-38 residents are hyperinflation, overburdensome government regulation and crime resulting from a wide-open southern border, all of which have resulted from Joe Biden and the Democratic Party. On day one, I will fight to lower taxes, deregulate Houston's energy Industry and secure our southern border.



What are your top priorities regarding the nation’s economy?



To fight President Biden's horrific economy, which has devastated families here in Houston, we need to cut taxes, deregulate all sectors of our economy and, most importantly, stop the trillion-dollar federal spending that got us in this situation in the first place.



How would you ensure Texans have access to the health care services they need?



Democratic inflation has forced Americans to pay at least $5,000 more on living costs just this year alone. To increase health care affordability, we need to drive inflation down. Additionally, I plan on supporting Houston's great health care industry and federally qualified health centers, like TOMAGWA, to expand health care access in Houston.



How would you ensure students are safe while at school?



Joe Biden has spent trillions of dollars over the past 20 months to fund the Green New Deal, Medicare for all and other socialist items. Instead, we should spend a fraction of that cost to adequately fund school resource officers and mental health programs for students across the country.



How will you work to build productive relationships across districts and party lines?



Although I think issues like Houston flood mitigation and hard infrastructure are bipartisan issues, Democrats have wreaked havoc on our country with control of both chambers of Congress and the White House. Republicans need to take back the House to stop this bleeding.

The best way of reducing the world's carbon footprint is by producing and utilizing more American oil and natural gas. Weaning the world off of coal and unleashing US LNG will do more to reduce our carbon footprint than any solar or wind project could accomplish.












Duncan F. Klussmann



Experience: led an organization of 4,500 employees and a $250 million budget; former elected official; community volunteer

What uniquely qualifies you to be the first representative of the new 38th Congressional District?



As the retired superintendent of schools of Spring Branch ISD, I am the only candidate in the race with experience leading a large organization. I have also served on the Jersey Village City Council and was appointed as the president of the Jersey Village Crime Control and Prevention District.



What are the biggest challenges facing District 38, and how would you address those if elected?



School safety, women’s reproductive health care, the economy and inflation, crime, and flooding are the biggest challenges in the district. As I have demonstrated my whole career, I will form strong relationships with both sides of the aisle to break the gridlock in Washington.



What are your top priorities regarding the nation’s economy?



My economic priorities are to bring inflation down and support small-business growth. Small businesses are the backbone of our economy, and we need to provide incentives to them just like we do for large corporations.



How would you ensure Texans have access to the health care services they need?



Texas is leaving $15.3 billion of your hard-earned taxes on the table by not expanding access to Medicaid. I will demand that Texas expand Medicaid to the 1,748,000 Texans who qualify but are denied access by career politicians in Austin.



How would you ensure students are safe while at school?



What happened in Uvalde was my greatest fear as a leader. I worried about it 24 hours a day, 365 days a year. We need to increase access to mental health care and pass responsible gun legislation.



How will you work to build productive relationships across districts and party lines?



If I am elected to represent all of you, I will put the country first, my party second and myself third. To get anything done in Washington, you must work across party lines and build strong relationships. I have done that my whole career.

The federal government can support climate initiatives like the ones recently passed and work alongside the energy industry as it transitions to renewable sources. The major energy companies have strong plans to make this transition, and we need to work with them to make it happen.

What uniquely qualifies you to be the first representative of the new 38th Congressional District?



I'm the only one running that's against using Ukraine vs Russia, which could lead to a worldwide nuclear war. I'm the only one with an alternative to national suicide who would implement Lyndon LaRouche's four economic laws. (see question No. 3)



What are the biggest challenges facing District 38, and how would you address those if elected?



The biggest challenges facing my district are hyperinflation and the danger of nuclear war (See No. 3). On the war danger: Start by creating a strategic architecture based on economic and security cooperation amongst the Four Powers, the U.S., Russia, China and India.



What are your top priorities regarding the nation’s economy?



1) Reimplement FDR's Glass-Steagall Act, separating commercial banks from being strangled by the speculative financial institutions of Wall Street. 2) Turn the Federal Reserve into the Third National Bank of the United States. 3) Low interest long-term credits for great projects. 4) Full funding for crash science driver program to achieve controlled fusion.



How would you ensure Texans have access to the health care services they need?



We'll reinstitute the Hill-Burton Act of 1946 that will provide the construction of the necessary hospitals and beds per 1,000. The above Four Laws of LaRouche would provide the tax base to get this done.



How would you ensure students are safe while at school?



Eliminate all funding for NATO and its wars along with the military recruitment video games, which train youth to become cold-blooded killers. Inspire the youth through expansion of the Artemis Moon mission to include a Mars mission in the coming decades.



How will you work to build productive relationships across districts and party lines?



My commitment to a new Security and Economic Architecture will recruit the Republicans and Democrats to a Peace through Development outlook like Abraham Lincoln and Franklin Delano Roosevelt.

I am exposing the voodoo science of manmade climate change as modern day eugenics. Fusion power will solve all the energy problems on Earth and beyond. We must educate a whole new generation to the science of climate, which is determined by solar, galactic and universal processes.
