  • Roberts filed House Bill 1290 on Jan. 25 with the intention of reining in state agency regulations. The bill would require agencies to take one rule off the books for every new rule added. It would not apply to rules granted directly by the Legislature or rules that are necessary to ensure the safety of Texans through the Health and Human Safety Code.

  • Oliverson filed HB 1757 on Feb. 10. The bill would allow law enforcement officers to impound a vehicle if a driver does not have a valid driver’s license or some form of liability coverage. The law would not apply to drivers who do not have a license or proof of insurance on them at the time but only to drivers who are missing from the system entirely.

Bill update:


House Bill 936, filed by Schofield on Jan. 11, was referred to the House Appropriations Committee on Feb. 21. The bill is aimed at capping growth on state spending. HB 936 would prevent state government spending from growing more than the growth in the state’s population based on the cost for providing the same level of services per individual and allowing for inflation.

  • Elkins filed HB 2127 on Feb. 20, which would take away authority from the Harris-Galveston Subsidence District to regulate wells that serve only a single-family dwelling. The well has to be located on the same property as the dwelling, be within a certain size and depth, be only used for outdoor landscaping and watering, and to have received certification from the Texas Parks and Wildlife Department.

  • Bohac filed HB 1473 on Feb. 6, which would exempt anyone 80 years old and older from paying all property taxes if they have owned their homes for at least 10 years. The proposed exemption would automatically extend to a surviving spouse. Resulting decreases in school funding would be made up for with state appropriations. The bill was referred to the House Ways and Means Committee on March 7.
