Two Democratic candidates are challenging incumbent Rep. Charlene Ward Johnson for her seat in the Texas House. Additionally, candidate Kyle Harding is running uncontested in the Republican primary for Texas House District 139.

District 139 spans portions of northwest Houston, Cy-Fair and part of the Spring-Klein area, according to a map of the district.
Early voting begins Feb. 17, and election day is March 3.

What would your top priorities be if elected?
Educational funding, affordable healthcare and housing, funding for infrastructure for cleaner water and food mitigation
How do you plan to involve residents in the decision-making process?
I will attend community meetings and host town hall meetings.
If elected, what will your priorities be regarding property taxes and housing affordability?
Keep property taxes fair and predictable while expanding housing affordability. I will work to limit unnecessary tax increases, improve transparency in assessments, and ensure seniors, working families and first-time homeowners are not priced out of their homes.
What projects are most important for the Legislature to focus on for the future of Texas?
Upgrading for Infrastructure for cleaner water, food mitigation, adapt to increase in water demand and electricity outage issues

What would your top priorities be if elected?
My top priorities when elected will be improving public school funding, expanding curriculums and workforce training, strengthening reentry and rehabilitation programs and improving public safety. I will also focus on food safety, healthcare access and infrastructure investments that help families afford to live, work and thrive in District 139.
How do you plan to involve residents in the decision-making process?
I will hold regular town halls virtually and in person, community forums and listening sessions across the district. I will create resident advisory groups, use surveys and digital tools to gather feedback, and maintain transparent communication so constituents can help shape priorities, legislation and budget decisions.
If elected, what will your priorities be regarding property taxes and housing affordability?
I will support property tax relief through appraisal reform and stronger homestead exemptions. I will work to increase affordable housing supply, streamline permitting, protect homeowners from displacement, and support responsible development so working families, seniors and first-time buyers can afford to stay in their communities.
What projects are most important for the Legislature to focus on for the future of Texas?
The Legislature should prioritize grid reliability, water infrastructure, public school facilities, broadband expansion and workforce development. We must also invest in healthcare access, disaster preparedness and responsible economic development to ensure Texas remains strong, affordable and competitive for future generations.
