The proposed tax rate of $0.4272 per $100 valuation—which is the same rate as FY 2023-24—can be adopted to a lower rate, but council cannot adopt a higher rate, said Collin Boothe, director of finance and assistant city administrator.

Updates have been made to the proposed FY 2024-25 budget, and city officials are now proposing $127.3 million in expenditures—down from $129.6 million, according to the city’s presentation. With proposed revenues of $129.9 million, city officials project a $2.5 million surplus for FY 2024-25.
Changes made to the proposed budget include:
- The deferral of hiring six firefighters until April 2025
- The removal of hiring five additional police officers
- 2.5%-5.5% merit raises for non-civil service employees
- A step program for raises for civil service employees
A public hearing on the proposed tax rate is scheduled for Sept. 12 at 6 p.m. at Conroe City Hall, 300 W. Davis St., Conroe.
