At the Aug. 19 meeting, the Willis ISD board of trustees approved calling for a $115.4 million bond issue to appear on the ballot in the Nov. 5 election.

The board unanimously approved adoption of the order after having discussions with the community, Superintendent Kimberley James said.

According to the board, the Nov. 5 bond package includes the three propositions that failed to be passed by voters in May:

Proposition A ($27 million): Student activity center
  • The potential 120,000-square-foot indoor facility will include classrooms and a media room, girls' and boys' locker rooms, offices, a weight room, a wrestling room, equipment storage, a multipurpose use indoor field, Air Force Junior ROTC space and a baseball/softball area.
Proposition B ($68.8 million): Athletic complex and stadium with community room
  • The athletic complex and new stadium will add approximately 8,500 seats.
Proposition C ($19.6 million): Aquatic center
  • The aquatic center will include a 50-meter competition swimming pool. According to the presentation, community members will also have access to the pool for exercise and swim lessons. The center will also include a separate diving area, girls' and boys' locker rooms, storage space, classrooms and an outside seating area.
“This being a presidential election year, we see it [as having] a greater voter turnout," Willis ISD board President Kyle Hoegemeyer said at the Aug. 19 meeting. "[The] previous one in 2020 we had almost 19,000 voters turn out in the election."


The background

Prior to this, a bond election was held in May where Proposition A was the only measure approved by WISD voters out of the original four. The approved proposition was for a Willis High School ninth-grade expansion with parking lot upgrades and new transportation center for a total of $102.7 million.

  • Proposition B (new athletic complex and stadium): The proposition failed with 2,208, or 52.53% of voters in opposition and 1,995 voters, or 47.47% in favor of it.
  • Proposition C (aquatic center): The proposition failed with 2,264 votes, or 53.97% of voters opposing it, and 1,931, or 46.03% of voters in favor of it.
  • Proposition D (student activity center): The proposition failed with 2,215 votes against, or 52.94%, and 1,969 votes in favor, or 47.06%.
Next steps

The last day to register to vote is Oct. 7 and early voting begins Oct. 21. Election Day is Nov. 5.
