The city of Conroe will consider the formation of two municipal utility districts during its city council meeting on Thursday evening. The MUDs would serve the Howard Hughes Development Corp. property located along FM 830 to the west of I-45. Because the MUDs and the development will be located in both the Conroe and Willis extraterritorial jurisdictions. The cities are negotiating a possible adjustment of their ETJ lines, Conroe City Attorney Marcus Winberry said during the city's workshop meeting on Wednesday. “The framework that we have discussed operating under would be that the city of Conroe and Willis make an agreed mutual adjustment to our ETJ line so that all of MUD District No. 101 would lie in the city of Conroe and MUD District No. 100 would be in the Willis ETJ,” Winberry said. Additionally, Winberry said the cities have discussed an interlocal agreement to allow Willis to oversee construction of the development—rather than require the developer to work with both municipalities. He said the cities will also continue to negotiate a contract where Conroe would provide wastewater treatment capacity for the area—and possibly the entire city of Willis in the future. “When we did our master wastewater plan, that was one of the items we told our consultant to consider,” Conroe City Engineer Scott Taylor said. “We also included Panorama Village.” Winberry said the arrangements would preserve the possibility that the city of Conroe could annex portions of the development located within its ETJ.
