West University's fiscal year 2025-2034 Capital Improvement Plan includes a roughly $502 million budget with 62%, or $312 million, of funds going towards drainage projects.

The overview

CIP funds can be used to finance public improvements in the six following categories: drainage, facilities and technology, parks, streets, water, and wastewater. City Council decided in September to develop the 10-year CIP plan beyond the typical five year plan and released the details of the first extended plan Feb. 10.

Here is the $502.32 million budget broken down by project type:
  • Drainage: $312.52 million
  • Water/Sewer: $84.87 million
  • Streets: $59.11 million
  • Facilities: $45.20 million
  • Parks: $0.62 million
The first four years of the plan is anticipated to use approximately $369.8 million of the overall budget. Water projects will receive the most funding in FY2025 and FY2026. Drainage projects will follow in FY2027 with facilities and technology investments favored in FY2028.

There are currently four major drainage projects on the CIP list, including:
  • West Side Drainage Improvements
  • Poor Farm Ditch
  • Buffalo Speedway existing storm sewer lining
  • Offsite detention.
The five park projects are:
  • Recreation center jogging track improvements
  • Colonial Park West End improvements
  • Recreation center playground improvements
  • Liberty Hill Park improvements
  • Friends Park improvements.
Street projects include:
  • Weslayan traffic signal replacement
  • Roadway improvements
  • Sidewalk replacement
  • Westside Roadway reconstruction phases 1-5
  • Street and sidewalk improvements for the Facility Master Plan projects
  • Pedestrian enhancements at Buffalo Speedway and University Boulevard
  • Virginia Court reconstruction
Water, wastewater and sewer projects include:
  • Improvements to Wakeforest, Milton and the Wastewater Treatment Plants
  • A new water well
  • Water line replacements
  • Water meter replacements.
Something to note

Council members discussed the CIP in length during the Feb. 10 City Council session and made some amendments to the program that included moving around project timelines, cost and construction.
