Property values are determined by factors such as size, condition, location and improvements made to the property. These property values ultimately help calculate the property owner’s tax bill in October.
There were moderate price increases in the Harris County housing market in 2024, HCAD Chief Appraiser Roland Altinger said in the news release.
“While a large percentage of homes in Harris County are increasing in value this year, there is also a substantial percentage decreasing in value,” Altinger said.
The breakdown
HCAD officials reported the following property value changes from 2024-25:
Residential property values
- Homes less than $450,000 had 1%-5% increases in value from 2024
- Homes above $450,000 had value increases of around 7%-12%
- 57% of homes saw an increase in value
- 31% saw a decrease in value
- 12% did not change in value
- Overall increase of about 2% from the noticed value in 2024
- Approximately 60% of commercial properties increased in value
- 12% of commercial properties decreased in value
- 27% did not change in value
What happens next?
If a property owner disagrees with their value, they can protest it immediately through the district’s online program.
The deadline to protest a property value is May 15 or 30 days after the notice of appraised value was mailed, according to the HCAD website.
“The appraisal district tries to come as close to market value as we can with the data we have,” Altinger said in the news release. “If the property owner does not think that value is correct, they should file an appeal and provide information in their protest meeting that could change the value.”
