The pools will open at 25% capacity, Garrett said, adding that right now only the recreation center outdoor pool, Williams Drive Pool and the Village Pool will open. Garrett said the city was not able to host any lifeguard training classes this spring and summer thus far, so officials are relying on all the lifeguards from last year to staff the pools.
