Plans for a new 21-home residential community in Frisco are on hold.
During an Aug. 25 meeting, the Frisco Planning and Zoning Commission voted to table a zoning change for a 21-home residential community of two-story luxury homes near the intersection of Main Street and FM 423.

According to city documents, the proposed rezoning would allow the construction of 21 homesites managed by a homeowners association. The community’s construction would be handled by M/I Homes, which has also built Frisco’s Hollyhock master-planned community.
Kevin Dym, vice president of M/I Homes, said the homes will be “upscale” and customers will be able to customize the interior of the homes.
Dym said M/I Homes has connected with neighboring HOA communities on the 21-home community, saying adjacent neighborhoods are “open to” a potential annexation through updated cul-de-sacs. M/I Homes documents state the new community will create minimal traffic impact on the surrounding area.

Commission members expressed concerns surrounding neighborhood access, a rejected development agreement and a natural creek in the proposed site, which would re-route water to neighboring properties if altered.
“When you go from natural drainage to putting (water) into a pipe, it’s going to come out faster at the other end,” Frisco Director of Development Services John Lettelleir said. “Concern becomes the erosion that will take place, which leads to sedimentation.”
Project engineer Colton Smith said he expects the city to approve a downstream assessment showing water flow to neighboring properties will not increase with the development. A proposed detention pond in the subdivision will ensure water will not flow to a church north of the property.
“We’re anticipating placing a detention pond that’ll likely be at the southeast corner of our site, and then taking the water underground throughout the single-family development, and it’ll discharge to the culverts to the north like it always has,” Smith said. “There will be an outfall from that pond that goes beneath the paving.”

In the absence of a signed development agreement, M/I Homes would need to construct homes according to state law and the zoning ordinance.
The Frisco Planning and Zoning Commission will deliberate on the master-planned community during its Nov. 10 meeting.
