City staff provided updates about renovations and an expanded project scope for Sherrill Park Golf Course 2, planned infrastructure improvements at Fire Station No. 5, and construction at the Richardson Animal Shelter during the Dec. 4 work session. The animal shelter and fire station were initially funded through the 2021 bond with additional construction work added in both 2022 and 2023.

Additional components for the animal shelter project include providing temporary on-site trailers, the addition of a new fire suppression system, replacement of the existing fire alarm system and refreshing the existing staff break room. The new budget for the project is over $4.3 million.
The fire station project’s expanded scope of work takes the budget to more than $4.8 million, and it includes a replacement of the existing HVAC unit and upgrades to the irrigation system that will be similar to the new standard being implemented by the city’s parks and recreation department for its irrigation system. City Manager Don Magner said some of the new standards include remote programming for irrigation.
The final project with an expanded scope is Course 2 at Sherrill Park Golf Course, and will cover a new pump house system and reconstruction of the course’s restroom facilities. The budget is $9 million and will be covered by the issuance of certificates of obligation.

Additional work received positive feedback from council for all three projects. For the animal shelter and fire station, project savings, interest earnings and contingency funding for the bond approved in 2022 will cover proposed additions, while the golf course will be funded using certificates of obligation, a form of bond offering.
Director of Capital Projects and Engineering Jim Dulac said the contractor for the animal shelter and fire station projects will likely be JC Commercial. Landscape Unlimited, LLC, which completed the work on the previous course renovation in 2001 will work on Sherrill Park Golf Course.
What’s next?
No action was taken at the meeting to award any construction contracts for the three projects. Council is expected to approve the awarding of contracts during the Dec. 11 meeting.
Construction for the animal shelter and fire station projects is expected to continue through 2025, Dulac said. Renovations of Course 2 at Sherrill Park Golf Course are expected to conclude in fall 2024.
