A special permit that would allow for the manufacturing of cosmetic products for a planned Naturich Labs facility, located at 3200 Research Drive in Richardson, was granted by Richardson City Council.

The special permit request received approval during the Dec. 11 meeting and will allow for manufacturing use at a planned industrial building with more than 125,000 square feet of space to proceed, provided a building permit is issued within six months.

The gist

Within the facility, 38,600 square feet will be dedicated to manufacturing of cosmetic products with the remaining space of the building used for office, storage and warehouse space. A second phase is planned for the future Naturich Labs’ Richardson plant, according to city documents, that includes additional office and warehouse space that would not need a special permit.

Richardson Director of Development Services Sam Chavez said the special permit is required for the facility because the manufacturing involves the use of chemicals. Per city documents, Naturich plans to use other ingredients to manufacture its cosmetic products, such as essential oils, aloe and sea salt.

“We have been in this industry for almost 20 years,” Naturich Labs President Prakash Purohit said. “We are one of the most conscious companies on how we handle our raw materials.”

The context

The special permit was initially recommended for approval by the City Plan Commission during its Oct. 17 meeting before the item was tabled by council in November.

Zoning requests were also granted in 2019 and 2021, but in both cases the special permit expired because a building permit was not issued within six months or approval and no extension was requested or approved.
