Region 10 Education Service Center, which provides services and support to school districts across North Texas, is planning office renovations this year. The renovations are set to be the last phase of a seven-year project across the center’s two Richardson locations.
The big picture
The Region 10 Education Service Center is one of 20 education service centers established by the Texas Legislature in the 1960s. Region 10, located in neighboring buildings in Richardson, is the second largest ESC in the state, Deputy Executive Director April Estrada said.
Both buildings serve as conference centers for professional development and as office spaces for staff, providing a range of services and support for educators and students across 130 school districts, charters and private schools, including Richardson, Plano and Frisco ISDs.
Estrada said the center has been undergoing a phased renovation project for about seven years and has already completed upgrades on its initial location on Spring Valley Road as well as parts of the second location on Abrams Road. The final phase of the project, planned for later this year, would renovate the office spaces on Abrams Road.

Both buildings’ conference spaces were renovated first to bring them “up to the new learning standard,” Estrada said, adding more interactive and technology elements.
The upcoming office space renovations are set to turn the Abrams location’s traditional, segmented offices into an open work design, a project that has already been completed at the Spring Valley building.
“We wanted to match our learning spaces so that we have more cross-collaboration between our teams and more transparency,” Estrada said.
The renovations will upgrade the office spaces of the special populations and the Head Start/Early Head Start teams.
Estrada said the renovations were driven in part by growth in the ESC staff, which has added over 100 employees since 2022 in order to meet the needs of new projects and initiatives from the Texas Education Agency.
Looking ahead
Estrada said the center is still waiting for approval on the upcoming renovation from its board of directors, but pending that approval, work is tentatively scheduled to begin in March and finish in August. Since work will only take place in the office spaces, there will be no impact on services provided by the center during that time.
“Our primary goal is to continue to offer support and services to all of our school districts and charters,” Estrada said. “Whether we’re in the office or in the field or in their campuses, ... if there’s anything a district needs, the service center will find a way to provide that service and support to them.”
