Local businesses in Celina may soon get support from the city.

Celina city staff have proposed a program that aims to be a “toolbox for all local businesses” that could include funding and promotional assistance.

Anthony Satarino, director of the Celina Economic Development Corporation, gave a presentation at an April 8 council meeting about a proposed local business support program.

City Council and the CEDC board of directors recently approved the 2025-28 Economic Development Strategic Framework. This identified small business ecosystems as a key focus area, according to city documents. One of the central components of this strategy was the creation of this program.


It’s meant to focus on strengthening the local business community, enhancing entrepreneurial success and fostering long-term economic vitality across the city.

City staff researched similar programs in other Texas cities, Satarino said at the April 8 meeting.


Staff looked into Sachse’s local business grant program and Kyle’s First Year on Us program. In the Sachse program, businesses in certain parts of the city can get up to 75% of the costs covered for eligible improvements, such as to signage or infrastructure.

The Kyle program allows business owners to apply for a one-time tax rebate up to $10,000 on property improvements that will increase the value of their establishments.

Celina’s program could include an academy with a series of workshops focused on business literacy, mentorship opportunities, financial planning and more.

What’s next?


In May, a committee composed of city leaders could be launched to help form the bones of the program. The committee could include City Council members, as well as representatives from the CEDC, Downtown Commission and local chamber of commerce.

In June, city staff will begin working on the program’s branding, funding and overall design. In July or August, officials are considering rolling out business literacy workshops and think tanks.

After that, the program could be ready to launch in October 2025.

What else?


Before the city starts this program, it could implement a downtown patio enhancement policy which could support businesses looking to expand in the downtown area with patio space. It could provide business owners with up to $50,000 in grants from the city and CEDC.

To be eligible for support from this policy, a business must be at least a year old with demonstrated financial stability and in good standing with the city.
