Following a series of complaints, Prosper Town Council members approved four new no-parking zones for the residential streets near Reynolds Middle School facing blocked roads during after-school pickup times.

Council members approved the new no-parking zones, located along Bryan Street, Dave Trail, Gray Lane and Wilson Drive, during a Jan. 14 meeting. The zones are in effect from 3-4 p.m. on school days.

The cost to install the no-parking signs is $3,000 funded from the town's Street Department's budget.



What happened


Multiple residents attended a Dec. 10 council meeting to tell town officials that parents had been parking along the residential streets near Reynolds Middle School in the afternoons after school hours.

The attendees all gave their time to one speaker, Octavio DaCosta, who told council members that while the Prosper Police Department had been trying to enforce a no-parking rule until then, it “was impossible to have them come to the neighborhood every day.”

Other efforts included emails from the Prosper ISD superintendent, which had also not been effective, DaCosta said.

In addition to safety concerns from parents parking on both sides of the street, which can block emergency vehicles, some property owners also reported damage to their lawns and irrigation systems from the additional cars and pedestrians.


Before the Jan. 14 council meeting, the homeowner’s association for the neighborhood conducted a survey for the 83 homeowners that live along the affected roadways to get their feedback on implementing no-parking zones. Of the surveyed homeowners, the results were:
  • 40 did not respond
  • 35 were in support
  • Eight were against


There will be some flexibility in the no-parking zone for homeowners who did not support the zone due to a need to park their personal vehicles on the street during the 3-4 p.m. time period, according to meeting documents.

Town officials have had success with using no-parking zones in other situations, according to meeting documents. The new no-parking zones are located next to another on Wilson Drive between Coleman Street and Gray Lane, which was created after similar residential concerns in 2020.
