Developers behind a mixed-use neighborhood between Preston Road and Custer Road have received the go-ahead from Celina City Council members to add onto their plans.

Council members approved a development agreement to annex 34 acres of Celina's extraterritorial jurisdiction into city limits for the now-nearly 1,400-acre Ramble by Hillwood development during an Oct. 8 meeting.

The 34 acres come from:
  • The Wilson Tract, 2 acres located along Preston Road
  • The Rea Tract, 32 acres located north of Fred Smith Parkway
The cause

Bringing in the additional acreage fills in two holes inside the development, according to meeting documents. Until now, development plans worked around the gaps.



Ramble developers had already owned the Wilson Tract before the Oct. 8 meeting and were in the process of purchasing the other 32 acres, according to meeting documents.

Incorporating the land into the master-planned community also rezoned the land for its future uses. The Wilson Tract was rezoned for commercial use, and the Rea Tract was rezoned for residential uses.

Developers received a special allowance for any existing homes in the two tracts to be used as field offices for Hillwood staff until the land is redeveloped, according to a meeting presentation.

About the project


Ramble by Hillwood will be a multiphase development project that will bring 4,000 new homes to the area, according to its website. The first phase is expected to bring 700 homes.

Approximately 18 acres of the development are designated for multifamily, and 64 acres are set aside for commercial and retail spaces. Some land has also been set aside for two future Celina ISD elementary schools, according to meeting documents.

A news release sent to Community Impact in January estimated the community would open in late 2025. As of Oct. 22, the Ramble by Hillwood website states it will open in early 2026.
