Town officials are adding new cameras and accompanying operating systems to Prosper’s Flock Camera system, a license plate-scanning network of security cameras.

During a Sept. 24 meeting, Prosper Town Council members approved a $153,184 contract with Flock Inc, the company behind the security camera system, for additional equipment, cameras, software and services.

The gist

Here is what was included in the $153,184 contract:
  • Integrating town-owned cameras into the Flock center platform
  • Two camera trailers
  • 16 Automated License Plate Recognition (ALPR) cameras
  • Traffic safety analytic systems for the ALPRs
  • Flock911, an emergency response system that includes filtering 911 calls to a police officer’s location
  • Six Flock Condors, an adjustable video camera


The contract will go into effect after a cost-free, 60-day trial period with the equipment, according to meeting documents. Funding for the contract was allocated in the town’s fiscal year 2024-25 budget through a lease payments account.




Town officials were also awarded a total of $169,766 through a Motor Vehicle Crime Prevention Authority’s Catalytic Converter Grant Programs for fiscal years 2023-24 and 2024-25.

The context

The town’s network of nearly 50 cameras has been operating at major intersections and thoroughfares in Prosper since spring 2023. In that time, it has alerted police officers to more than 9,000 vehicles that were stolen or belonged to someone suspected of a crime.

Locations for the new cameras were not included in the meeting documents.
