Prosper leaders are looking to the future.

Prosper Town Council members unanimously approved updating the town’s comprehensive plan during an Aug. 22 meeting.

What’s happening?

A comprehensive plan is a long-range tool designed to guide town staff and elected officials in development decisions, according to meeting documents.

“Most of you all know how important the comprehensive plan is,” said Wendy Shabay Bonneau, an urban planner with the firm Freese and Nichols. “It is what informs your land uses and zoning.”


Prosper’s 100-page, 2023 comprehensive plan focuses on the following issues:
  • Future land use
  • Livability
  • Transportation
  • Economic analysis
  • Infrastructure
Council’s approval of the plan included some minor revisions and recommendations, including a recommendation to explore a potential Dallas North Tollway overlay district.

In case you missed it

Prosper’s comprehensive plan was last updated in August 2012. The town’s population has more than tripled since then, jumping from 9,423 in 2010 to 35,410 in 2022.


Updating the 2012 plan to 2023 will account for the long-term growth, according to a meeting presentation.


“We’re moving fast,” Freese and Nichols planner Rhys Wilson said. “Population will change rapidly if we keep going at this intended growth rate.”

Prosper is expected to reach build-out by 2043, Wilson said.

“This [comprehensive] plan talks a lot about how we can accommodate those people,” Wilson said.
