Celina ISD officials are starting long-range planning for a potential 2025 school bond election.

District staff presented trustees with an update on long-range planning during a Sept. 18 meeting.

Through November, the district will create a community group for planning, host community groups for outreach and have the district decision-making committee create a learner profile.

The planning group, also known as the committee matrix, will have about 60-65 members and be made up of students, parents and employees, according to district documents. It could also include grandparents and well-known community members, CISD Chief Branding Officer Karen Fitzgerald said.


“A committee member is also a taxpayer,” she said. “You have to have that stakeholder.”

District officials will meet with families and staff for fall outreach during this time. This includes:
  • A State of the District tour will provide presentations on district celebrations, academics, accountability and demographics to district campuses, Celina City Council and other Celina community groups.
  • Superintendent Thomas Maglisceau will host coffee talks at each campus with parents to share district updates and hear feedback from parents.
  • District officials will host an opportunity for retired grandparents and community members, known as Silver Bobcats.
  • Monthly superintendent meetings will be held with district parent-teacher association leadership.
The Bobcat Council, which Fitzgerald said was created to give input on the district, will align the CISD’s five principles of community, excellence, innovation, leadership and stewardship to a learning profile for the district. This profile will help form goals for its students to know and do.

From January 2024 and on, the timeline includes:
  • January-April 2024: The learner profile will be aligned with facility and program needs.
  • April-May 2024: The plan for the district will be presented to the board.
  • September-November 2024: The bond committee begins to identify immediate needs in the district.
  • November 2024: The bond committee presents the immediate facility needs plan to the board.
  • December 2024: The school board will take action on the facilities plan.
  • February 2025: The board of trustees will call for an election.
  • May 2025: The bond election is held.
